API for sending automated messages Planned

We'd like to send notification messages from our monitoring infrastructure to Wire users, so that they can resolve issues as soon as they become manifest.

For example, Telegram implements this with just a call to 

https://api.telegram.org/bot$TELEGRAM_BOT_TOKEN/sendMessage

but we are not looking for a complete "bot" functionality, just sending messages would be very useful
